Case Study – Cross-Borough 14-19 Strategic Planning
Brief
- To produce a 14-19 borough-wide strategy with supporting action pan collaboratively with all partners and stakeholders
- To identify key priorities, including commissioning priorities, for the next 5 years to underpin the strategic plan
- To develop a borough data set to inform the strategic plan

Scope
Working with 10 High Schools (Maintained Sector), 2 Special Schools, 3 Colleges, the Education Business Partnership, work-based and voluntary sector providers, the Alternative Education Service, Connexions, and a range of Local Authority Services, for example, the Youth Service, and Young Offender’s Service.
Background:
- No existing 14-19 Strategy, 14-19 data set or agreed 14-19 cross-institution Key Perfomance Indicators
- Post-16 Schools Federation in second year of deliver of Post-16 provision
- The full 14-19 curriculum entitlement for learners as defined by the Department of Education not offered in Borough
Methodology
- Production of cross-borough data set and analysis of date to establish overview of:
Quality of provision – retention, achievement and progression, benchmarking against national and London data and taking into account Key Stage 4 achievement , NEET and underperformance of specific groups.
Scope of curriculum offer – range of the academic and vocational offer by sector , subject, level and progression routes.
Gaps in provision – travel to study, curriculum mapping against curriculum entitlement as defined by the Department of Education.
Targets – for growth and changes in provision to better meet learner needs.
- Presentation to 14-19 Strategic Group of above analysis for identification of strategic priorities
- Building on the above – half day conference with all curriculum leaders in schools and colleges – curriculum deputies and vice principals and some school Heads – to agree vision statement , strategic aims and key priorities for the next 5 years
- Individual meetings and conversations with other providers and key services for further development of the above – including College principals, LA consultants, Advisers and SIPs and a range of other LA services.
- Meeting with all School Heads and separately with all school Heads of Sixth to ensure buy in to the vision and strategic aims and support for the next stage – production of first draft of strategic plan, followed by consultation
- First draft of Strategic Plan produced with supporting action plan and data set.
- Formal consultation process.
- Revision of plan based on feedback and production of final draft of plan
Outcomes
- 14-19 Strategic Plan produced collaboratively with all stakeholders and partners – high level of engagement from partners
- All providers and services has a clear overview of the 14-19 provision in borough, quality, scope, gaps and key areas for development – to support partnership working and prioritisation of development and allocation of resources
